I have an astigmatism (I wear Toric lenses), and was wondering if anyone knows of any companies that make special effects contacts for astigmatic eyes?

I have no clue! I’d like to know that answer too!
Does anyone make a toric lens that is colored? I’d love to try colors but my eye doc says toric lenses don’t come in colors.
Yes, several contact lens labs make colored toric contact lenses BUT:
Lenses for astigmatism have NOT been very reliable.
I fitted about 1000 patients, out of which only half a dozen were toric lenses. NONE were worn with the same schedule as the spherical lenses.
Two patients wore them at functions and were quite pleased to be free of glasses during that time. But they returned to glasses for their general work.
Two just did NOT give the patient the necessary 20/30 vision that they required to drive and work but they kept them to wear (in one case on stage and the other for swimming (not diving or under water of course).
One case was so unsatisfactory that I refunded the patient the total fee (I thought it was good public relations).
I suggest that you and your doctor discuss the possibility of success or failure before you embark on a costly procedure.
